Can't get webadministration module to work locally or remote

If I tpe import-module webadministration

cd IIS:

dir

I get this error...  I was wondering if Web Server IIS support is required to be installed as a application server role feature... 

The data is invalid. (Exception from HRESULT: 0x8007000D)
