web.config vs location tags

New to IIS and this is confusing me. It seems that both achieve the same thing but that use of location tags means that other admins that might have delegated access to a site or server have that revoked if location tags in use as web.config files thereafter are ignored? Is that the case? Also, when I set something in the UI in IIS manager for say an app under a site. Is the web.config file being updated or the location tag in the applicaitonHost.config file! I'm confused frown
